The COOLPIX L810 does not allow you to manually choose a shutter speed but has a few scene modes are geared towards night shooting.
The Fireworks Show Scene Mode will use the L810's maximum shutter speed of 4 seconds and also focuses the camera at infinity which makes it well suited for shooting the night sky. The Night Landscape, Dusk/Dawn and Sunset Modes are also geared for shooting at night and in low light situations and will use slower shutter speeds. The use of a tripod is recommended with all of these modes to prevent motion blur.
The Night Portrait Scene Mode is also geared towards evening and night shooting but will fire the flash so it is not recommended for photographing the night sky.

The COOLPIX L810 and L310 have many features in common. For example they both use AA batteries, they have approximately the same dimensions and they both shoot HD (720p) video.
The most notable functional differences between the 2 models are that the L810 is a 16 Megapixel camera with a 26X zoom lens, while the L310 is a 14 Megapixel camera with a 21X zoom lens. Also, the L810 has a 921,000 dot monitor while the L310 has a 230,000 dot monitor.
